The Early Childhood Policy Council (ECPC) was created in 2019 and tasked with the development of the Master Plan for Early Learning and Care. The Master Plan accelerates the Governor’s goal of providing universal preschool and action steps to increase access to affordable, high-quality childcare that embraces the strengths and meets the needs of parents and young children. The ECPC also advises the Governor, Legislature, and Superintendent of Public Instruction on statewide early learning and care policy, including the planning for, and the implementation and evaluations of, the state’s Master Plan for Early Learning and Care and the 2019 California Assembly Blue Ribbon Commission on Early Childhood Educations Final Report. The ECPC provides recommendations on all aspects of the state’s early childhood system, including support for the demographic, geographic and economic diversity of the state’s children and families.
