The Chief of Planning and Engineering is responsible for overseeing the High-Speed Rail Authority’s design, planning, sustainability, environmental services, and project development functions. This position directs design and construction, tunneling, and civic, geotechnical, structural, and seismic engineering elements of the high-speed rail (HSR) project through the Engineering Services Branch. This position oversees the HSR project’s environmental elements through the Environmental Services Branch, and the project development and planning for all pre-construction activities. This position also directly oversees all Planning and Sustainability activities of the HSR project, working to advance station area development, corridor planning activities, ridership and revenue avenues, and establish sustainable construction, rail operations, and organizational practices.
