Description

The General Counsel serves as the chief legal advisor to the Executive Director of the Housing Development and Finance Committee (HDFC), a newly established department within the Business, Consumer Services and Housing Agency (BCSH), and subsequently within the California Housing and Homelessness Agency (CHHA). This role provides strategic legal leadership and oversight to ensure HDFC’s operations, policies, and programs are legally sound, ethically grounded, and aligned with state and federal law.

 

The General Counsel will play a critical role in shaping the legal infrastructure of HDFC, supporting the development of a modernized, transparent, and efficient housing finance system for California. The General Counsel will draw upon expertise in public-sector administration and affordable housing transactions to advise on legal matters related to affordable housing finance, interagency coordination, regulatory compliance, and public accountability. Specific duties are outlined below.
