Description

The Chief of Staff and Policy Advisor to the Chair of the California Air Resources Board will serve as a policy advisor to the Chair and will supervise staff in the Chair’s office.  They will identify key policy issues impacting Board decision-making and assist in developing, implementing, and communicating strategies to combat climate change, improve air quality, and further equitable implementation of Board initiatives. The incumbent will supervise all employees reporting directly to the Chair and supervise administrative duties in the Chair’s Office. 

In carrying out these duties, the incumbent will familiarize themselves with relevant laws and regulations and the Legislative process, solicit a wide range of stakeholder and public input, and prepare comprehensive briefings containing policy issue analysis and recommended actions for presentation to the Chair. The incumbent will maintain familiarity with cutting edge strategies being developed in the areas of climate change, air quality and environmental equity and assist the Chair in advancing new approaches to challenging problems. They will be responsible for ensuring consistent and clear legislative and communication strategies on behalf of the Chair and supervise staff in the Chair’s office in fully preparing the Chair for all public meetings. They will assist the Chair in communicating key policy priorities. The incumbent will further assist the Chair in engaging organizations, individuals, and governmental entities in the administrative process and participating in outreach negotiations to support Board policies. The incumbent will meet regularly with the Board’s Executive Officer, Deputy Executive Officers, and program staff as needed, and will maintain familiarity with Board processes and programs. 

The incumbent will also work directly with the California Environmental Protection Agency, other state agencies and the Governor’s Office to advance the climate and air quality goals of the state.
